		<Abstract>Despite of solid minerals which are dividable between countries on the base of borders, oil and gas resources are immigrable because of their fluidity feature and by creating any way out from reservoir, they will go out. By considering this feature, if each government in its boundaries, extracts oil and gas from joint fields, it can cause fluid movements of resources ,specially gas, in all reservoir and can move all or significant portion of existed reservoir of adjacent country toward its side. On the base of internation law, governments are responsible about unfair extraction of joint fields and they can not violate the rulling right of neighbor government. Compensation of disrespect to the right of neighbor governments in joint fields, is calculatable and according to case, it can be demandable. Because of some evidence, Iran boundary and rights in joint field of Pars-e-jonoobi had been violated and Qatar government is responsible for compensating recognized rights of Islamic Republic of Iran.</Abstract>
