With the advancement of technology and the increasing complexity of technological crimes, the criminalization of these offenses at the global level is essential. The development of new laws to identify, punish, and prevent these crimes, particularly in the areas of national security and human rights, is imperative. Addressing these crimes faces challenges, and strengthening international cooperation, as well as sharing information and technologies between countries, is crucial. In 2021, the United Nations General Assembly held meetings to prevent the threats posed by technological crimes and enhance international cooperation in combating them. These meetings led to the drafting and adoption of the “United Nations Convention Against Cybercrime (2024)”, which emphasizes the need for accountability regarding technological threats and the development of international cooperation, particularly in identifying and prosecuting offenders. Given the transnational nature of these crimes, the International Criminal Court has jurisdiction over them. Additionally, during the years 2010 and 2011, UN expert meetings led to the drafting of a statute for the International Criminal Court to address these crimes. Designing a comprehensive framework for the criminalization, punishment, and accountability of technological crimes for global implementation is vital.
